
Timothy J. Grabowski, M.Ed.
Chief Special Education Advocate
Mr. Grabowski, a former special education teacher and learning specialist, brings a unique perspective to his work. He holds a Master’s Degree in Educational Policy and Leadership from American College and is currently pursuing his doctorate in Education. His extensive experience encompasses all educational levels, from PreK to Adult Services, with a focus on primary education settings.
Mr. Grabowski’s dedication to special education is deeply rooted in personal experience. Having been a recipient of special education services as a student himself, he intimately understands the challenges faced by individuals within the system. Furthermore, he advocates fervently for his own child to receive the necessary support services, providing him with a comprehensive understanding of both the professional and personal aspects of special education.
His passion extends to areas such as child find and child eligibility for special education, as well as the development of Individualized Educational Plans (IEPs) and Behavioral Intervention Plans (BIPs). Currently holding an active postgraduate professional teaching license in Virginia, with endorsements in Special Education and Administration, Mr. Grabowski is committed to enhancing educational outcomes for students with diverse learning needs.

Ruthann E. Gray, M.S.W.
Special Education Advocate & Record Review Consultant
Ms. Gray, holding a Master’s degree in Social Work from Temple University, brings a wealth of expertise to the realm of record review and social history assessment. As a retired Federal Social Worker, her extensive career spans various sectors of education and social services, with a notable emphasis on child advocacy.
Former educational roles include adjunct professorship at Christopher Newport University, specializing in Women’s Studies and as a paraprofessional & compensatory education specialist at the American School in England. With four decades of experience, she served as an active duty officer and chief of mental health at Langley Air Force Base, as well as a civilian employee at both Fort Eustis, where she was in charge of Family Advocacy in Newport News and the Veterans Hospital in Hampton, Virginia where she worked with those who are profoundly and catastrophically disabled. While she presently does not engage in active social work practice, Ms. Gray maintains licensure in Pennsylvania and dedicates her skills to special education advocacy initiatives.
